Sounds like somebody has hooked the fan motor straight to a live 12 volt power source. Does the fan stop when you turn off the ignition? The fan gets it's 2 speeds by having one wire go through a resistor that drops the voltage to about 6 volts, maybe somebody has got this wiring wrong & the switch has been bypassed. You do know that the fan is turned on & off by pushing in on the temperature control on the heater controls.
