they dont work.
if by chance it does, enter it in the HHO 1 million dollar challenge. if you get a 25% or better economy gain and your engine isnt rooted after 6 months(laboratory tested) they will present you with a big fat $1M cheque.
and if it doesent work at least you can still make youself a nice hot cuppa from your jar of hot water.
HHO 1 million dollar challenge.

I've known about electrolysis since 1985.. I'm sure I wasn't the first to learn about it even back then. It's nothing new..and a bunch of backyarders are truely deluding themselves if they think it does anything.

The fella at crower cams who's invented the 6 stroke engine ...that's a different story.

Wikipedia description

By attaching the water fuel thing to your engine, you are in fact using 'home made fuel' which with an uncontrolled quality rating may leave you liable to a $50,000 EPA fine?

I like the concept, I don't like how vague the dude is about it. For starters water conducts electricity already and using salt water would increase that property at the cost of corroding the elements quicker.

A friend of mine has plans for a hydrogen fuel cell which he plans to play with on an old generator motor since they run at a constant speed negating the need to spend years getting the tune right. If it does work then it's awesome, if it doesn't hey it's just an old generator.

If people weren't hushed for trying to find a better fuel source we'd have had it decades ago
