low brake pedal

have just put in new master cylinder, fully bled all four wheels plenty times im sure.
have checked all brakes, plenty meat on all shoes and all cylinders not leaking, also all adjusted up.
all this and still a low pedal..any ideas why?

did you blead the master cylinder where it joins the brake lines first?

Also try the old trick of holding the brake pedal down overnight then re-blead in the morning, ( just disconnect the battery or the brake light switch first)
