If you want to look at in a cold hard analytical way, then if you were prepared to spend money on a big turbo and efi, you'd be far better off starting with a ca or sr motor either of which will easily have more power potential and more reliability for any given power level.
On the topic of 'biggest' turbo - it really depends - the turbo that would win a dyno comp would be big and laggy, as would some drag race stuff where they run loose convertors and trans brakes to get the motor into boost off the line. On a hillclimber, you could run a motor with as much as 20% less power and more response and end up quicker across the line than the considerably more powerful engine.
In order to answer the question you'll have to ask the question more specifically - what is the budget, skill level, nature of competition/use ??

piss the turbo off ... supercharger FTW! ... you can get the sc14 off the 4agze motor or you can go a capa centrifical supercharger for that money. much easyier to set up for blow thru and requires less work and less room. no need for custom manifold or anything like that.

In my opinion for 3-4 grand you could build an awesome blow through set-up. The beauty of a draw through set-up is you can get good gains without spending huge amounts of cash, a good efficient set-up could be made for under $1000, the stock A-series is strong enough to handle boost, only thing you might need is a de-compression plate if you wish to run more than 10psi of boost.
All you need Is a turbo manifold, a member of this forum frankthedolphintrainer(Jake) sells them for $400 delivered to your door, and a 1 1/2 stomburg/SU carby and a decent turbo. You'll need to get the exhaust re-done and some other bits and peices that are readily available.
Turbo size depends on how much power you want and how much lag you don't want, T2 from a EXA/ET pulsar is a pefect size, but runs out of puff in the upper rev range. A T25 from CA18DET is a perfect 'allrounder' and they a reasonably plentyful.
Let us know how you go.

i wouldnt bother with turboing the a series. ive got a e15et behind a aseries box and i know it wont hold up for ####. once u get any decent power out of a A series engine then u will have to sort out a gearbox which sometimes can cost more than doing ur engine. cheap A series turbo engine = under $1000, decent A series gearbox= over $1000. i love the a series but too many let downs. (my opinion people, A series engines are strong and reliable dont get me wrong)
but if ur after a cheap turbo anyways i have a T2 in good nick that u can have for $100 :P
