On High Speed, 12V goes to the heater fan motor.
On Low Speed, 12V goes through resistor to fan motor.

If it works on High, but not on Low, the resistor is probably burned out. The Resistor is at right side of heater box beside fan motor. It's on the round part of the housing, you can see it up under the dash. In the center of the round is wires for fan motor. In front of that is wires for the Resistor.

12V comes from the battery, through the fusible link, and through the fuse box. By the way, you do not need the water setup. The fan can run even on cold.

I have no pictures of B210.

For B110, pull heater level out to turn on fan.
I think it is same for B210. This is the lever that moved left/right from Blue to Red. Pull out to turn on fan blower motor.
