Is it a dry flaky black, or a wet gooey black?

This sounds like a fuel-fouled plug.

The most common cause is if the choke is stuck partially closed.

1. Ensure that right after starting the choke opens partially (at least 1/8 inch)

2. Verify that when the engine is fully warm, the choke is perfectly open -- straight up and down.

The choke is not connected in the car so it is always open, I have stock carb that is hitachi DCH-306. Am using denso w16ep-u on this engine.

tune your carb for idle mixture and speed to start with.

The first step -- before setting mixture -- is 1) verify ignition timing (5-10 BTDC) and 2) Check the fuel level through the site glass. 1/8" above center is too high.

I have already adjust the fuel level and would like to know how to fine tune for the ignition timing on the a14 engine. Here am posting a photo of the fuel level.

Is your Anti-dieseling valve connected and working properly?
