use builders putty sand it back then use 5mm foam and some vinyl to recover.

Pretty spot on Frank, I did mine about 5 years ogo using good thick vinyl and contact glue and also used a heat gun to get it around corners and around the glove box. Still looks good. Was quoted $380 to do it but cost me about $30 and about 8 hours work from start to finish.
