Weld thru primer, single pack. Get it from paint supply shops. Use it on the back of stuff being welded.

If your talking about protecting the metal before you do the welding then go for a 'Weld through primer' or 'Cold Gal' as both can be successfully welded on. With normal paints you will have major issues trying to weld over them (a lot of spitting and weld spatter).
