Or give ya cooling system a flush and get a new thermostat and radiator cap.

Gemini, corolla 4age model, n12 pulsar, s13 Silvia, many of options but a good flush by yourself or a radiator company, you may even need tank/core replacement! Or get a custom one made!
But as Andy and scottO said flush, new coolant, cap and thermostat may solve your problems and be the cheaper way to do it

To determine whether it needs a rebuild, give it a compression check.

foul with oil? or dry black stuff?

if its oil then head or rings are leaking, if its dry black stuff then it probably just needs a tune as its running rich
