Head lights and wof failed

I,m having probs getting a wof for my 1200, I,m being failed on the head lights coming on on the first click on the knob. The lights come on at the first click and off and only the park lights on with the indicater stork forward, at the second click the beam comes on indicater forward and low beam back.......They say the park lights should only come on at the first click and head lights should only come on at the second click .....Is this correct??????
I do have a coupe cluster that most of it is not working so today I spent most of the day xhanging the wires in the plug and now have a lot of it working but the head lights are trhe same.........

Easy. Just take your 1972 1200 official Owner's Manual and show the the page where Nissan PTY AUS changed the 1200 headlight switch different from every other country.

I have a 1200 owners manual here Jase.
It says pretty much how datsuns work. Pull the stalk towards you, and the low beams come on.
If you like, I can post you my owners manaul. Then you can tell the WOF guy that he's a dumbass. (I'd use stronger language, but this forum !@#$%^&*('s out the words I'd use)You should have it by tuesday.
I think I still have your address.
