Short answer, maybe if it's oil cooled. No if it's water cooled.

You only need a turbo timer if your turbo is oil cooled and you've been working it hard before you turn it off. The purpose of the turbo timer is to allow the oil to cool the hot turbo down before shut off. It is possible for oil to carburise (go hard) from heat soak if the turbo is hot from boosting and the oil flow stops. The water in a water cooled turbo soaks up this extra heat and would all have to boil off before damaging the oil so no worries.
