So if working on the engine, go a cam, extractors, and port and polish? What would you need to get to 120-130hp?

depends on what engine you have maybe on an a15 but on anything smaller youd need better carbies or injection maybe high compression pistons

Its on an A14 with a single webber, what sort of dollars to get it to 120hp?

you will need to find some compression and a bit of a cam the carbies are a good idea as the weber down draft is a bit small for the revs you will need to turn in order to make the power you want

Yes, Weber DCOEs or other side draft setup is what you want. The Weber 32/36 can do well over 120hp, but the stock manifold used with the 32/36 isn't good for high flow. With sidedrafts, you'll get a high-flow intake manifold to match.
