If you are talking about a hydraulic clutch slave cylinder for an a-series engine, look at this:

Yes, if the bore diameter's ratio master/slave is too small you won't get much travel at the slave end. On the other hand it doesn't move much anyways.
TIP: Some Nissan transmissions need an external return spring for the slave. If this is missing it'll look like you adjusted it right, but it won't bleed out or adjust correctly. So force the piston into the slave by hand (takes lots of effort). Once it's bottomed out, add the spring, adjust the rod (1/16 inch play at the bellhousing) and try it again.
