if tuned right you should be able to run up to 15 psi. just make sure it tunned by somebody that knows what they are doing on a dyno.

a mate of mine ran 13 pounds on a stock A15 for years.

Ive run 15-16 pounds on stock L blocks

yes the motor is built freshly with all brand new components. so with the standard CR (which is?) with all running to plan we could get close to 10psi safley? what fuel do you forced induction boys use in street cars?

This is a difficult question, because there are so many variables.
You say " brand new" a14. Do you mean freshly rebuilt?
If it was rebuilt, and the CR was about stock, and the carburation was set up right, I would say 5-8 psi, Maybe higher with better quality fuel.
