Being a little more serious, I'd say this fellow went to the effort of making the manifolds etc, but couldn't get the 'boosted' side sorted out. Probably had trouble boxing the carby and gave up on the idea.

why do people make exhausts that have a turbo but don't force air.

I saw pics of another on a hundai ( i know imagine that )

This is a normally aspirated turbo.. Gives you the turbo exhaust noise, without the high insurance.
