Oh yeah man I have been there!
I have an A15 with a 240 degree cam competition valve springs, datrats dizzy, big ports, extractors and 2 1/2" exhaust and a weber 38/38 DGAS downdraught carburettor. I had a problem where it would hit about 5500rpm and start coughing and spluttering pretty badly and wouldn't rev any more, after a couple of weeks or testing new parts, trying different jets, spark plug gaps and timing settings it all came down to two things.
1) I fitted a new fuel filter and when I disconnected the filter-to-pump line I noticed quite alot of air bubbles escaping from the filter outlet before any fuel came pouring out. I think I had air cavitating in my fuel pump causing incosistent flow into the carburettor bowl.
2) I put a new set of NGKBP5ES plugs in and left them gapped at .033" which is the stock gap, previously i had tried running .044" gap because thats what the datrats dizzys are capable of

Check that the mechanical advance is working in the distributor.

yES THANK YOU dAVE, I WOULD MOST CERTAINLY GET IT ON A DYNO AND GET IT GAS ANALYSED, I AM RUNNING A 2 1/2" INCH BUT WOULD CERTAINLY START BY CHECKING ALL THE TIMING THINGS ....

Unless your fuel pump is sick it won't be that, nor will it be points ( assuming that they are ok ). My A14 with twin 40's runs the standard fuel pump and to be perfectly honest apart for starting I certainly haven't exactly noticed a 'quantum leap' by going to an electronic dist.
I would suggest that you start with checking both your cam and ignition timing.
What sort of exhaust are you running?- It will need to breath and certainly check that you are indeed getting full butterfly opening at full throttle.
The dyno ( or a portable gas analyser ) is a very good idea too- who knows how far out your carbs are.
Start with the basics first b4 you start wildly firing money at it.By the sound of your setup 7-7500 should be easily achievable.

I would be surprised if it is the fuel pump. I still run the standard pump and have not had a problem with it, but if the fuel pump couldn't keep up, the engine should still be able to go full noise until the float chambers get low shouldn't it?
Could be points bounce but I used to run the standard distributor in my A15, standard valve springs as well and it ran to 7K no problem.

fit an electronic distributor if you haven't already, points tend to bounce at high revs.
