Stock 600x12 tyre = 574mm diameter.
Opt 155R12 tyre.. = 554mm diameter.
175x70x13 tyre ... = 576mm diameter.
165x60x13 tyre ... = 552mm diameter.
The body was designed around the 600x12 tyre & your current fitment is within 1mm [radius] of that, so the tyre probably rubs due to the degree of lowering &/or the degree of offset of the rims you are using.
If you had fitted the 185x60x13's you would get more rubber on the road, a low ride without so much suspension lowering, & therefore more available suspension travel & more clearance to allow full steering lock.
185x40x17 would measure 580mm diameter probably a bit big on the front.
195x35x17 would measure 568mm, diameter, probably a good choice. [if such a size actually existed.]
