Shorten your struts and use a shorter insert, it will keep the springs captive and legal.

Go to pedders and get new springs and shocks to suit it being lower so they don't fall out. Otherwise just put up with it. People have been doing it this way for years. It's in no way legal and it's unsafe...

you might be able to get custom progressive rate ones made... made real soft till they come hard when at ride height.

I have got 1200 cut front springs at the moment on stanza struts . when I jack the car up the springs just fall out of the spring seats on the strut . it is lowered about 2''. I dont want to run coil overs can I get a spring that will stay in place when it is jacked up or not.
