I suspect that either your uncle suffers from fuzzy memory or it was done in conjunction with some other work & he never knew.
It's just part of an aftermarket camber kit & I recently fitted one in my 1200 coupe. I also installed one in my 1200 Ute many years ago.
The bolt has two eccentric washers [one each side of the crossmember] that are keyed to the bolt. [see picture in an earlier post] The diameter of the washers fits neatly between the turned out ends of the part that is welded to the crossmember.
The original bush in the lower arm has 'teeth' on the ends of the inner sleeve so that the bolt must be loosened for aligning, then turned for adjustment. When this is correct the nut on the bolt is tightened after the vehicle is bearing its own weight on the front wheels,
The 'teeth' then dig into the crossmember & anchor the central sleeve to the crossmember preventing both rotation & lateral movement. The eccentric washers are now locked in position helping to prevent lateral movement also.
No rocket science here, just a readily available aftermarket kit, but that car has definately had front end work done at some time & it was possibly done after [or during] some accident repair work.
The range of adjustment is not great as it was intended to allow correction of minor alignment problems as a result of minor accident damage or from a crook vehicle build. If the misalignment required more adjustment than these could provide then the car needed to be on a chassis aligner & fixed properly.
