Well, it's not really about what I think, but more about what the registration Nazis think.
Anything that shares the front portion of a sedan, like Coupes, Wagons, Vans, Utes etc. are regarded as "passenger car derivatives"
Some may require registration in the commercial vehicle category, but they are regarded as passenger car derivatives none the less.
People movers are derived from the commercial vans, so would be regarded as a "commercial vehicle derivatives"
These types of vehicles characteristically, but not always, use engines with heavier flywheels, lower compression, & cams that are oriented toward more torque at lower rpm.
This is why passenger car engines [generally] are preferred if the engine is to be used 'as-is'
