If you say it did boost up to 11psi, then it should be still doing it. You say it stoll creates a vaccuum on the turbo intake, so the wheels are still spinning.
It cis most likely a post-turbo intake leak. Thing like split hoses, hoseclamps not tight enough, split intercooler, split custom intake manifold are all possible causes. If it's overfueling then maybe it's an ignition or tuning problem?
It's a bit mysterious. I also would think that a t28 was too big for a 1300-1400cc engine.

You put your hand over the turbo intake?
Be careful doing that, a member here lost his finger(s) doing the same thing...

With the engine turned off, take the front intake hose off the turbo and try to spin the impeller. If it doesn't turn, the rear oil seal in the turbo has slowly leaked and filled the exhaust wheel up with hard oil (coke) crap. This stops the wheel from turning. I had an S14 turbo that did that on my old ca18.

PIGDOG: It does depend on which of the T28 series you have but mine is off an S15 and it has the .86 housing...
I wouldnt go missing exhaust wheel but it could have let a few impellers go, a snapped shaft is possible but only if there was insane amount of shaft play...
What kind of ondition was the turbo in when you put it on mate? And is it a BB type (S15) or a floating type?
IGDOG can u remeber if the Pulsar ones were floating or not...? Will see what i can find

Im not 100% sure all I know its a nissan and yeah its lagy as #OOPS# but it was boosting at 11 psi then died.. Should I pull the cooler pipe off on the other side of the cooler and see if its pushing through? Could have snapped the shaft between housings? Im new to the turbo world..
