I cropped the pic because there is nothing at all closer to the front seats ... Ill give it a shot with the 3 already there ...

I just had a look and i dont think that ones ever been used ... it's capped and has a little screw in it ...
The other hole on the left is threaded and goes through the floor pan ... On the bottom there is also a large metal plate / bracket so added strength ...
Im assuming all the bolts etc are metric in these?

I think this one may in fact be your third one instead of the one along the rail/sill. I can't be sure if those were used along the rail, i have the earlier model with a few different features.
Some bigger res pictures would be helpful, but you'd have to look at that hole itself and see if it is in fact usable.
EDIT: Nah, I think those are way too far back, if you didn't crop the photo, we could see if there are others further forward.

The other hole located further back on or near the transmission tunnel is most likely there to fix the receiving latch. There are three holes per seat belt;
One to fix the shoulder pivot & roller which is the bolt through the pillar.
One to locate the end of the belt, typically located along the sill/rail/runner on the outer edge (on the inside) of the rear passenger foot-well. (pictured on the right of your image before). Also located on the floor in some models.
The last one is to secure the receiving latch (the short bit with the clip on it) to the floor (located on the left of the image you provided before).
I use the belts in a cross-over way, it just seems to work that way with the bolt holes located that far back and with the arrangement of the latch itself, if you use them without crossing them over you end up with the latch upside down or the belt twisted. I think that may have been the only place to put them relative to the structure of the undercarriage?

Safety does come before looks, but i can have both ... I may need to get some custom made to suit colour and length ...
I should have mentioned this earlier, but that pic is of the drivers side ...
The only prob im having is the placement of the belts ... The hole on the right hand side of that pic is pretty much in line with the bolt on the pillar above, so im sure that ones all good, but the other is very far back ... I've had a look 3 times and cant find anything else on either side ... Maybe they were cut out and filled when the car was redone?

Seat belts are hard to find in good condition.
Even harder when they are to suit custom color interiors as the belts are intended to match the coloured upholstery(?) red seats, red belts, blue seats, blue belts, black black.
You'd be hard pressed finding a black set of seat belts, which would be the fairest match to your interior.
I have some blue seat belts knocking around the place but they'd look out of place with your interior, so then that moves us to the next question! Looks before safety? I suppose you could dye them somehow to black, that wouldn't look too bad.
Otherwise you may want to ask an upholsterer?
As for the rear seat the bolts holes for the seat-belts are located behind the seat in the boot compartment but before the fuel tank. Two either side of the rounded ridge in the centre (which crossover to attach to their corresponding latch) and one either side of the vehicle (obviously on the inside).
Not sure what those holes are in the floor, I'd have to have a look again, to see where exactly they are, little confused by the photo.
