Wheel arch flares dd. We dont use road flares. They remove them from most imported cars. My familia did have one for a little time

You could always cut the actual fender, pull it out a little then weld in a new piece of steel, make the flare come out from under the door. There are a couple of pics on here of guys who appear to have done a similar thing.
