The rubber seals are an "umbrella" to prevent water from running straight down the shaft into this:

Sealsaround wiper arms through cowl

Ok the seals round my wiper arm stalks that come through the cowl were non existent. I silicones around them and after studying cowl noticed the cavity around them did nothing except feed down into rest of cowl.

Would it be ok to fill the surrounding area with silicon to stop water into cowl and seal around stalks.

Looked like painter just painted over them without replacing the rubber seals.
