I've used sandblasting to rough up the surface of the chrome for painting. It is probably better to use a commercial sandblaster for this as those for home use are quite slow.

Its better yet to strip the chrome off.

I have been told that sanding the chrome down to a dull finish, etch priming and then painting is a good method to go. About to try it myself actually, I've got a spare chrome bumper which I want to replace my tattered bent old one and want it to be the same/similar dull grey like the standard 1200 ute bumper.

Any finished surface should be cleaned and sanded before painting. Less than perfectly clean chrome will eventually shed the paint.
