It also helps ur oil over the coarse of its life(between oil changes) as oil absorbs any hydrocarbons that is passed by ur rings so a positive flow through ur crank case is benificial to ur oil lubrication life as well as ur engine, if it is being sucked out then happy days but if it sit then it absorbs into ur oil reducing its friction coefficient...

That is missing the guts of the valve. It is now a giant vacuum leak. Plug it until upu can get a new one.

Why use the PCV valve instead of a simple filter? Two reasons are 1) it positively ventilates the crankcase, reducing varnish and sludge and 2) it keeps petroleum fumes out of the car - it smells better.

Get a new valve. That ones shot. If I were you, I'd plug the hole on the carb and put a oil breather filter on the crank case.
Why burn crank case fumes. Your car will run better.

Check for a dirty PCV valve that may be blocked open all the time. Also make sure that the hose doesn't have any crack or holes in it, causing a vacuum leak.
