VicRoads have finally sent a draft to the Association of motoring clubs (AOMC) all be it Confidential at this time, they were able to outline it to us as a member club, so read on closely.
VicRoads presented three new documents and they are:
• Vehicle safety inspection list for clubs (which would be a requirement)
• Vehicle Standards (VSI 33)
• Draft Letter to Clubs outlining changes
What the changes potentially mean for us will be an Age restrictions on what vehicles could just have a club level Safety inspection, the year that is rumored is 1940.
So any vehicle made after this time would require a RWC to get onto the CPS.
VicRoads have given their firmest indication yet that a Modified Historic plate is in the works; meaning that any VASS Inspected Roadworthy Modified car that is over 25 years old would be eligible for this plate, a real win for all of us enthusiasts in my opinion.
VicRoads are also in the middle of Developing a framework to Define “What is a car club” to make it clear as to what groups would be eligible to access the CPS.
Also new or amended standards for the following
• Vehicle standard (VSI 4) for Classic Bikes
• Vehicle standard (VSI 32) for Classic Commercial vehicles
There is also a Draft letter to clubs which is a very interesting one and I can’t wait till we can get our hands on our very own copy.
The letter outlines areas of responsibility for Clubs, the new requirements to keep Photos and Up to date detailed records of all vehicles on the scheme with the club.

I don't know about this compulsory roadworthy business though, may as well just go full rego if you only have one 'second' car. Does this mean that all cars already on the scheme would need to go and get a roadworthy? If so what do the guys with race cars do?

Which they should never had done.
Its only one rwc to get onto the scheme so really in theory all cars should be roadworthyish to get onto the scheme so it shouldn't be a problem for those Doing the right thing.
So you will still save around $580 a year.
Basically, if you're not already on a club plate, and you were counting on it to get a not so street legal
car onto the road (not that I'm condoning that

) you'd better do it quick!
If your car would pass a regular road worthy anyway, you have nothing to worry about
