Not in nsw, it's covered as an owner certified modification as long as you use the standard seat mounting hardware.

Ive got early honda prelude seats in mine and being a 76 i had to make custom brackets for the passanger side that bolt through the floor with sandwich plates took a bit of stuffing around but wasnt too bad

yeah they suck, mine has had the tunnel side bracket cut off the floor, and moved down so its flat.

ok a '74 *should* have a flat floor, later models had a higher rail on the tunnel side which makes it a royal pain in the ass to fit other seats.
Something like 200b, or even n12 pulsar seats should fit in yours relatively easily, or you could get some aftermarket buckets.

Its a 74 sedan, not sure what you mean about stepped rail have not taken the seats out yet
