In Vic a RWC has very little to do with Mods other than making sure they are basically safe, so as long as your 350 Chev is well fitted in your goggomobile they can't not issue a RWC.

See this from VSI26:

to be properly executed and not in a condition which
presents a hazard.

Identification (Compliance) Plates/
Vass Approval Certificates
Identifiction plates were required on vehicles
manufactured after June 1988 as evidence that, at the
time of first registration, the vehicle complied with the
applicable ADRs. However, identification plates are often
damaged, lost or stolen during the life of the vehicle.
Therefore, the presence of an identification (compliance)
plate is not a mandatory requirement for the issue of a
Certificate of Roadworthiness.
Similarly VASS approval certificates are generally supplied
as evidence at the time of registration or change of
description that the vehicle complies with the applicable
standards for registration.
A VASS approval certificate should only be requested by
a Licensed Vehicle Tester, when a vehicle modification,
which affects handling, structural integrity or compliance
with the standards for registration, does not appear to
comply with good industry practices.


But in saying that, all a cop has to do is say they think your car isn't roadworthy and they can do what they want..

Depends on who pulls you over in Melbourne to if it's traffic cops they are not easy to get anything past as they will go right over everything! But really if you are not silly and the car is not overly modded then they shouldn't pick on you!
It's only when your car makes noise ie 3inch straight out exhaust or big pshhh out of a bov, or doof doof, or chirp chrip as turning and your with in roadworthy standeds then they shouldn't be able to find anything wrong!!
BUT they do make rules up as they go! ie I can get a roady with front mount cooler and properly fitted pod but if I get pulled over the cops go you can't have both it one or the other what can you say!!
That's my thoughts anyways

In vic your not ment to get out of your car!!!!!
The boys have been watching american shows to much and if you go towards them they can see it as a threat so its usually a no no. Day time is not to bad cause they can see you but at night they frown upon it!

Good advice Reuby Tues...

From my experience in NSW, when you have an engineered car you must carry the papers with your car at all times. The rego label references the report and all the specifications on the car must match the report..... simple.

I wouldn't expect an engineering signatory to knowingly sign off on mods that were outside the scope of allowable mods.. it's just too risky.

Having said that, it does happen... and alot of those cars appear to be show or trailer cars.

If you're caught doing silly things, then expect the cops to turn up the heat on you, but if you are just cruising along then why would the cops want to defect you?

I never got asked once for my engineering papers... On the outside the car didn't appear to be highly modified.. I like to build sleepers.

I wouldn't advise to get out of the car and walk towards them at all, not in vic, likely to get tasered, capsicum sprayed or worse.

Unfortunaly its true that despite how well you get the car engineered.
If a traffic cop decides he wants to sticker you he will.

i got my diesel patrol stickered cause it made too much noise! Its a diesel!! they are loud.

For the most part if you get pulled over there are a few things you can do to tip the scales in your favour. This has always worked in the past. I have had several fines/demirit points reduced or dropped on the side of the road, and gotten away with warnings on a number of occasions. So it clearly works for me.

Pull over asap, but in a safe area. (obviously)

Stop the engine straight away. Dont let it idle.

Grab your license and get out of the car asap. You want to meet them half way between your car and theirs. the closer to them the better.

Always greet them with Sir/Maam. Always be cheerful, offer to shake hands. Again its all demonstration. Ask them "What can i do for YOU today Sir?"

Dont attempt to stop them from doing anything, but good body positioning will slow them down. Get inbetween them and the car, but obviously dont move to block them.

Stay calm, plead ignorance/innocense. Dont sound like you know everything.

This is about demonstrating strong body language, openness, and genuiness. If show you have nothing to hide, its goes a long way. Appealing to their vaniety will also help, hence the Sir madam, and emphasis on helping them.

I could go on about this stuff, but you get the idea.
if you have been a tool and they saw it, these techniques will still work to reduce the severity, but its best just to avoid stupid behaviour in the first place.

Supafatto is on the money, if they "think" that something is wrong or that something has been changed to what the engineer's report says then they'll sting you.

Attitude goes a long way in these situations. If you keep a level head and are polite they are much more inclined to give you the benefit of the doubt.

These days it don't matter what piece of paper or even who u know if they want to get ya they will no matter what! You can try and fight it if you want but these days if you do it buy the book u can still get done! They only need to think somethings wrong and wooop!
If It makes noise and goes fast they'll get ya! At least it's not a import that's all I say go sleeper style and keep it quiet and u should be safe!
