seems to be some sort of fuel delivery device. more than likely mechanical

That manifold has the happy face ports (but missing the mouth), so they are probably suit an GX head, not an H89 head. You can port match the head but the flow will be wrong. Carefully port the H89 head.

Here is the A14 factory manifold with the A14/A15 size ports.

Even the Nissan Competion manifold had the water ports.

Unknown manifold

* No water jackets, so cannot be A12GX or JDM A12T
* Looks like the Large GX-size ports
* Has the IMS (idle mixture system) bosses, like A12T manifold, but they are not tapped.

The carbs are flat-tops but are not JDM A-series -- they don't have IMS parts.

Maybe not A14/A15 small ports

Measure them:
* Large: 38 mm tall
* A14: 36 mm tall

Which carbs are they? Hitachi HJE38W.

I can see the Hitachi emblem on the top of the fuel bowls.

Double check the part number by reading the tag or printed ID on the side of the fuel bowls.
