i think he was fined for the illegal u-turn, and the name of the thread is somewhat sarcastic.

that's not how it works unfortunately. In QLD anyway. If you elect to have the matter heard before the courts, you will be notified of the date. You turn up at 9am when the court opens and sit around waiting to be called. You then plead not guilty. The Police officer is not required to be there at that appearance. That's all that happens at that time, and you will again be notified of the date the mater will be heard. So that's half a day off work for nothing.
At the hearing, the officer in question and his partner will turn up, complete with transcripts of the micro cassete that was in his pocket at the time, and copies of the report he and his partner completed at the end of that shift. And they will be accompanied by the Police Prosecutor who will have a copy of your driving history. You will only have access to those documents if you make a formal request for them. All those documents are presented to the Magistrate. Even if the officer is unable to show up for the court date (rare), the Police Prosecutor will provide all those documents and the matter will still be heard and decided.
After the nature of the matter is explained to the Magistrate in summary by the Police Prosecutor, the Magistrate will ask you for your defence. Now, I'm no expert but
I don't think the traffic act makes provisions for road rules to be broken if you are running out of fuel! The Magistrate will probably decide then and there that in fact did perform an illegal u-turn as attested to by 2 Police Officers and not denied by yourself, and not even give the Police Prosecutor his go at x-examining you. That's all they are going to be interested in - wether you performed the u-turn, not why.
Save yourself the extra $50 and 2 days off work and pay the fine.
oh, I forgot to mention that the duty solicitor at the court who is there to help/advise people representing themselves, will not assist in traffic matters.
