Is this Too Advance or Too Retard ?

Hi Guys

I feel when the engine is cold it doesn't start at once it turns the engine and stops suddenly like weak battery then again it cranks and start the engine.
i know it something with Distributor settings is it too advance or too retard ? what would your guys suggest ?

if it is too advanced, retarding it would be easier to start, and the idle will be smoother. no more 'boiling' sound from the exhaust.
