ANY hydraulic resevoir that has no fluid in it needs to be topped up. If it isn't the clutch cylinder thats empty, it'l be the brake, & thats even worse.
Fill it anyway & see. There is a good chance that it just might self bleed in time.

I overhauled the clutch master cylinder on my 200B [810] & there was no one to bleed it but me, so i just pumped & pumped. After a while it worked enough to drive it. Within a week, it was perfect.
