Ok so now we can see that you are refering to the external regulator for the altenator (dynamo), you guys must have different terms for things overthere. The problem to me without me checking it, sounds like a diode in the dynamo is stuffed. I dont think you have auto electricians overthere but if your mechanic can replace the faulty diode or diodes ( maybe he will just put another or recod dynamo) this is what sounds like it should be done.
Charging light stays on all the time and the car fails to turn off - possible cause, blown diode supplying power to ignition circuit.
Have this checked out.
