If you mean where the clutch cable goes into the bracket/lever ontop of the engine (right hand side when sitting on it)which I think you mean the answer is yes this cover is the clutch case and if you don't have all of the bolts in the sucker will leak I tried putting gasket goo on and nothing worked because the engine get's to hot .But another thought ......... If you can knock the top of the bolt off and take the cover off you should be able to get vice grips onto the part of the bolt that is sticking out and get the rest of it out that way .( if I'm picturing it properly in my head from memory it should work.
Because I bet your problem is that the case only gives you a minimum amount of room around the bolt ??? I think.
Wait till you see the bolts sitting above the oil filter on an old Suzuki ( that'll make you cry ).
