please help!! harmonic balancer install

OK I'm having a tough time with putting my A14 back together. I need help!! I've got the timing cover and oil pan on. I followed the Haynes manual to this point I think. Now I've noticed that the oil thrower disc isn't sitting in a "groove" on the crankshaft, so basically it can spin freely. See this picture: picture1
That's not right, right? The thrower disc won't spin unless it's locked in the groove.

Theother problem is I can't get the harmonic balancer (pulley) to go all the way on. Well at least I think so. The main crank bolt and washer should directly contact the crankshaft and not the pulley right?? I can't tell how far the pulley should go on but I can't get it to far enough for the main bolt/washer to torque onto the crank shaft end. Sorry if this doesn't make sense. Maybe this pic will help. This shows as far as I can get the balancer on: picture2

I've been struggling with this piece of shiat for a long time now. Please help!!! THANKS in advance.
