no, IPRA doesn't hence converted going to the SR20 as a cheaper way of getting more power, but that particular example I used above is in a PRC rally car and they do have to keep the original or homologated block. Internals and induction are free.
I don't know how much he spent doing it, but that soiunds like almost enough if you're just doing it as a customer engine. The 190-200bhp (146rwbhp) 1995cc L18 I borrowed last year would have been around that mark as a customer engine.
