This is normal in some way because when the engine is cold the mixture can't be burned complitly, that's why computer controled engines provide a richer mixture and a little higher rev speed while the engine is cold, some newer carbs does this too, but anyway i think that you should check the ignition timing, and idle mixture, and check for vacuum leaks that could be causing a lean mixture problem too.
