Yes, that is correct. Just disconnect the vacuum and it's a real "cold air intake".

Here it is from the 1980 service manual: It is called A.T.C. (Automatic Temperature Control) and is a mix of hot/cold until the temperature sensor (inside the air cleaner housing) reaches 127F (53 celsius), at which time it is "cold" air only (127 degrees cold ...).
