Have you verified that you have oil pressure in the block? A guage screwed into the oil pump where the electric sender usually goes is the best test point.
If there is no oil pressure here, then there will be no oil at the rockers, but if it's got pressure here, then I would suggest oiling the rockers by hand, then starting it. Keep the oil can handy & use it & start to wory if there is no oil after about 30 seconds at a fast idle.

Unless someone has installed a cam bearing wrongly, or assembled a rocker post in the wrong position, I can't understand why it wouldnt work.
