reground cam, setting valve timing

I have a reground cam and am wondering how I should go about setting up the valve timing.
I don't know if I need to set it up with dial gauges and degree wheels or just line it up how the manual says to do it, I mean the locating dowel on the cam would still have the sprocket loacated in the same position so could I just line up the dowel and crank key way like the book basically says?
The cam spec sheet says it has:
at .050 timing
inlet opens 7 BTDC, closes 43 ABDC, duration 229
exhaust opens 45 BBDC, closes 5 ATDC, duration 229
lobe sepperation 109
valve lift .4425 both intake and exhaust
valve lash for both intake and exhaust is .016
