first off
acrylic or 2pack

it soundt like your paint may have been a bit thick just rub it back with 1200 to get it smooth again then put on your top coats
if you are using acrylic leave it a few weeks then rub it back with 1200 to 2000 wet and dry grit before you buff it and it will come up sweet
