Has throttle position sensor been moved/adjusted? If there are any scratches around the mounting bolts, then readjust it according to the manual.

The ECU test light should come on at 400rpm above idle. The TPS test might be in the mode IV test mode..but you'll have to confirm that.

Could also be that the oxygen sensor is buggered.
