S15 fuel pump in sunny tank

I have found out today that if I go down the alloy droptank road I will need to keep it hidden or have a lot of trouble with authorities. Now, the reason I was opting for a dropdank was larger capacity, therefore going deeper. I was also going to fit an S15 SR20DET fuel pump to the tank to not have to worry about a surge tank.
I have a couple of questions though:
Can the original tank be cut around the perimeter, just under the horizontal ring that runs around the tank and have a 30mm - 40mm section welded back in to give the extra capacity? It works out to be about an extra 15 litres. I know the tank will still be lower, but it would still look to be the original tank from behind the car
Also, in the pic below, the pink hose is the return, and it goes up to above the height of the filler on the car and then returns as the black hose. Does the hose need to go up to that height or can it just drop straight into the tank?
