tyre vs rims width

have 13 x 6 inch rims and have fitted 165/70 r 13 for the rears, fit nice, with the front however, the 165 /70 bulges a bit to rub on the front guards under extreme cornering... spoke to one tyre guy said could put 155 70 r13 on there or but 165 65 would actually be wider so no point going down in profile.

web check shows some samy 155 should only be fitted to max width of 5, 5.5 and some 6 inch rims... whats the go?

Im after some educated responses as i dont want to fang down the freeway take a corner and the bead separate from the rim.

guards are lipped but cant be pumped any more due to front guard flutes.
