I do a fair few trailor brakes at work and I find that to start the master cylinder to bleed. I remove the brake line completely. Fill the master cylinder with fliud, leaving the cap off. Then pull the lever to press the brakes on ( Press the pedal in a car ). I then cover the top of the cylinder with my hand to seal it. Then release the brake lever. I find this helps draw the fluid in, so its infront of the piston. I couldnt explain how though.
Then I bleed it like normal.
