Now that is REALLY a bummer!
Usually, those tubes are just pressed in to the block.
I hate using Ezy-outs, notorious for snapping off and making the job twice as bad.
I don't think an Ezy-out would be able to grip the tube well enough to enable you to extract it.
However, you may be lucky

I would be tempted to use a drill bit in a tap wrench, you know that device that you would normally put a tap in to cut a thread.
Wind it in carefully and use a vacuum cleaner to suck up any swarf as it is generated.
[You could fill up the hole with grease first to prevent anything dropping into the sump]
Just make sure the drill bit you use is only large enough to remove the dip tube and not cut into the block.
Haven't had to do this, ever, but it is where I would start
