Which registration authority is this with? Can you make a link to the website with this regulation. I have always known it to be - 1 easily visible mechanical means of opening the door from the outside.
Although;
Many cars nowdays are being approved without external handles and no locks.
In a car accident, what good are door handles to emergency services if many central locking systems lock doors upon ignition and police authorities recommend that you lock your doors always when driving in traffic to deter car jackings?
These 2 simple things allow engineers to approve shaved handles, etc etc.
Speak to your engineers.
