If its thick scaly rust, use the wire brush. The brush wont hurt the metal unless you hold it to long in one spot.
If its surface rust go the hardware store paint section and get any old rust converter/deoxidine and wipe it on and then scrub it off with steelwool and plenty of water.
Then seal it with paint. If its under the guard, seal it with primer, stoneguard and then paint.
