Spence, check out the CAMS and roll cages website- Or ring them. They have the requirements of what roll cages have to made of etc...

And yes you can paint them......

Interesting enough I was at a WRX day a couple of weeks ago, and the scrutineer was saying that because it's club racing and not a state level or higher, it doesn't HAVE to be of any particular material. (Sorry, don't know about drags) A guy had an R32 there that was seriously quick and had a gazillion horsepower, and because he decided to run slicks, he had to have a cage. He made it up only a day or 2 prior, and was certainly not of a "hardy" material, but it was metal and that's all he has to have. Again, i'd hate to think what would happen to him if he did tip it. He even boasted his helmet was $95 and cage was under $200.

So, I guess the upshot of this is that yes you can use different materials depending on what they are going to be used for, but be sure you are confident you can be at peace with yourself if someone does tip and the cage doesn't do it's job.
